Peace Propositions for Karabagh

For reestablishing peace in the province of Mount Karabagh (Artsakh), I decided to draft a some peace proposition which could theoretically end the open conflict between Armenia and Azerbaijan. The international community should make pressure on the national leaders to accept such a plan. There is no better solution, elsewise the war in the province of Mount Karabagh will be long and far more deadlier. Neither Azerbaijan nor Armenia can afford to give up the province, but the war has now gone in a state of stalemate. No side could overrrun the other without a pyrrhic victory. That kind of victory in the battleground, would mean a tremendous national tragedy for both parties. For this reason I don’t believe in a military solution, even if a diplomatic one would be unlikely.

These are the principles for a bilateral peace proposition to pacify Mt. Karabagh:

  1. DEMILITARIALISATION: Demilitarise the Frontiers. International security should be guaranteed by independent controll commissions. The military in peace time should be under parliamentary controll.
  2. INDEMNITY: Every side should pay indemnity for the refugees of the other side and tread the foreigners in the occipied territories well. Otherwise there will be likely a third war in the Karabagh-Province. Azerbaijan should also recognize the Armenian Genocide and the antiarmenian Prognoms in the 1990s.
  3. PARTITION: the southern parts of Karabagh-Province should be left to Aserbaijan, the northern half to Armenia. A fifty-fifty partition could left behind some unjust drawn frontiers, but if one of the two sides win, tens of thousands of armenian or azeri refugees will left their homeland, maybe for ever.
  4. APPEASEMENT: A balance of military power is absolutely necessary. The three imperialistic powers (Turkey, Russia and Iran) should be kept in check by a web of alliances in this region. A russian military base should be established in Karabagh and this province should become greater autonomy by Armenia and Azerbaijan. The two countries at war should campaign against revanchism in their own country and restructure the economic order in the Caucasus. In case of violation of any clauses of a peace treaty, massive international sanctions should inact.
