The position as chief and head of state became more important in a world, where parliaments are deeply divided. The president has the extra duty in times of impossible consensus and permanent disputes to keep the country unified and to mediate between the groups of different interests. In some times the president should make pression to the main politcal factions or social groups to make a compromise. Especially in democracy the art of making a compromise, which should satisfy the interests of the largest majority of the population, is necessary. Antagonist populisms have fractured the peoples of many great democracies. The important task of modern democracies, is to overcome their fedes and don’t strive for the war of all against all. Barbary and violence must stop, as well the stupid fascination for a fight against the own neigbour. Democracy becames an anarchy in this way. Life in anarchy is brutal, solitary and short as Thomas Hobbes would describe it. It is now time for the people in many democracies to stop want to fight its own fellow citizen for a mere lust for quarrel. France, India, Italy and the USA are today too much devided and need new institutions which propose general national agreements to the people which they should debate and vote for or against. After the acceptance of a national pact, the social troubles might diminish for for years.

In the case of the president he should mediate and give impulses to such general naltional pacts. A leader should work professionaly and not be venerated like in a cult. The free peoples should know not to love someone who speaks with charismatic appeal too smoothy of them. The final bilan of a mandate should be considerated. And before this, the programm of a political movement should be executed with full energy, even if the chief is as charismatic as a stone. If someone trust nobody, he should by the same logic not even trust himself. If one believes that the world is implicated in a conspiracy against himself, the same conspiracy theorist should include himself in this conspiracy against himself. Today it becomes even more unbareble to hear irrational conspiracies theories. The sound basically like this „everyone in my town only eats ice-cream to show at me, an lactose intolerant, that I cannot eat this, even know they don’t know me“.

Nowadays, the president should be the protector of demoratic laws and -as important- democratic norms. The social conflicts should be temperated and vital problems should be resolved. This decade will be descisive for the preservation and achievement of democracy, social peace and social wellfare. The presidential leadership should harmonise democracy (the rule of the people) and technocracy (the rule of experts), because both will be necessary. Therefore many parliaments have two houses, one to represent the people and an other to represent the regions, provinces, social groups or more experienced citizens. The COVID-19 crisis is on the list of many crisis we have to endure to save our future. While in the past few decades there were less powerfull pandemics, there were waves of terrorism, incidents in nuclear-plants, economic or financial crashes, ecological catastrophies and terrible wars, we should be bolder to resist the next ones. The presidents should let us known the essential truth, that the decade of his mandate is not the future we really strive, but the consequence which will flourish in the next decades.
