The superpowers are often the most polluting countries. So only an union of smaller countries or other superpowers can negociate seriously a climate-protection-treaty with other superpowers.

The European Union together produce 8 % of the global CO2 emissions, but should also play an important role in the preservation of the ecosystem. After all its also the planet where the europeans live.
